The initiative, spearheaded by Commander Mohamed Ali Bariise, seeks to prioritize the protection of non-combatants in regions heavily affected by the militant group’s activities.

The workshop opened on Thursday and was organized by the Civil-Military Cooperation (CIMIC) department, with Officer Iman Mahmoud Ali leading the sessions. The training focuses on equipping military personnel with strategies to minimize harm to civilians during active combat operations. This effort comes as Somali forces intensify their offensive against Al-Shabaab, which has long been a destabilizing force in the country.

Speaking at the event’s inauguration, Commander Bariise underscored the importance of safeguarding civilians, particularly those living in areas recently liberated from Al-Shabaab control. He emphasized that the military leadership views civilian protection as a cornerstone of its operations, especially given the dire humanitarian conditions many Somalis face due to the ongoing conflict.

“The safety of civilians remains a top priority for the Somali National Army,” Bariise stated. “As we continue our efforts to dismantle Al-Shabaab, it is imperative that we ensure the well-being of those who are most vulnerable.”

The training workshop is part of broader efforts by the SNA to build trust and collaboration between security forces and local communities. By prioritizing civilian protection, the army aims to foster goodwill and encourage greater cooperation from residents in areas liberated from militant control. This approach is seen as critical to maintaining long-term stability in regions where Al-Shabaab has been pushed out.

Al-Shabaab, an Islamist militant group, has waged a brutal insurgency in Somalia for over a decade, frequently targeting civilians and government installations. The group’s actions have exacerbated humanitarian crises, displacing thousands of families and disrupting essential services. In response, Somali forces, supported by international partners, have stepped up operations to reclaim territory and restore order.

The current workshop is designed to address the complex challenges faced by military personnel in conflict zones, where distinguishing between combatants and civilians can be difficult. Participants are being trained to adopt measures that reduce collateral damage while effectively targeting Al-Shabaab operatives.

Officer Iman Mahmoud Ali, who is leading the sessions, highlighted the importance of integrating civilian protection into military strategy. “Our operations must not only defeat Al-Shabaab but also protect and empower the communities we serve,” she said. “This training equips officers with the tools to achieve both objectives.”

The Somali National Army has also reaffirmed its commitment to assisting communities in newly liberated areas. Efforts are underway to provide humanitarian aid, rebuild infrastructure, and restore public services disrupted by years of conflict. By prioritizing civilian welfare, the military hopes to strengthen its ties with local populations and prevent Al-Shabaab from regaining a foothold.

The initiative has been welcomed by human rights organizations, which have long called for greater measures to protect civilians in conflict zones. However, challenges remain, including limited resources and the complex nature of the conflict. Analysts stress that sustained international support will be crucial to the success of Somalia’s efforts.

As the workshop progresses, participating officers are expected to apply their training in the field, ensuring that civilian protection remains at the forefront of military operations. The initiative marks a significant step forward in Somalia’s fight against Al-Shabaab, underscoring the importance of balancing security objectives with humanitarian concerns.

For now, the Somali National Army remains focused on its dual mission: dismantling Al-Shabaab’s grip on the country and safeguarding the lives of those caught in the crossfire. The success of this approach could prove pivotal in securing lasting peace in Somalia.
