Washington, D.C. – Silicon Valley heavyweight David Sacks is stepping away from his influential role as Donald Trump’s artificial intelligence and cryptocurrency czar, marking the end of a 130-day tenure that placed him at the heart of the administration’s tech policy. The entrepreneur and investor, known for his sharp commentary on the “All In” podcast, will now co-chair the President’s Council of Advisors on Science and Technology (PCAST), a prestigious but less hands-on advisory body stacked with some of the biggest names in global tech.

The move signals a strategic reshuffle within the Trump administration’s tech leadership, as Sacks transitions from a direct policymaking role to a broader advisory position. While PCAST lacks the executive authority to implement policy, its recommendations could shape the White House’s approach to AI, quantum computing, and next-generation semiconductors—areas where the U.S. is locked in a high-stakes race with China and other global rivals.

From AI Czar to Advisory Role: A Shift in Influence

Sacks confirmed the transition in an interview with Bloomberg, framing it as an opportunity to expand his focus beyond AI. “Moving forward as co-chair of PCAST, I can now make recommendations on not just AI but an expanded range of technology topics,” he said. Yet the shift undeniably distances him from the levers of power. As AI czar, Sacks had direct access to Trump and played a key role in crafting the administration’s national AI framework, unveiled last week. That policy seeks to replace what Sacks called a “patchwork” of conflicting state regulations with a unified federal approach—a move applauded by industry leaders but criticized by privacy advocates.

PCAST, by contrast, operates as a think tank of sorts, producing reports and advising the White House rather than driving policy. Historically, its impact has varied dramatically across administrations. Under President Obama, the council issued 36 reports, two of which led to tangible reforms, including FDA approval for over-the-counter hearing aids. Trump’s first-term PCAST, however, was slow to convene and left little mark, while Biden’s version leaned heavily on academic experts.

This iteration, however, is unlike any before it—a who’s who of tech billionaires and corporate titans. Alongside Sacks and co-chair Michael Kratsios, the White House’s senior technology adviser, the council includes Nvidia CEO Jensen Huang, Meta’s Mark Zuckerberg, Oracle founder Larry Ellison, Google co-founder Sergey Brin, venture capitalist Marc Andreessen, AMD’s Lisa Su, and Dell Technologies CEO Michael Dell. The sheer concentration of wealth and industry influence has raised eyebrows among governance watchdogs, who question whether corporate leaders can objectively shape policies affecting their own sectors.

Controversies and Unanswered Questions

The timing of Sacks’ transition has fueled speculation. Just weeks ago, he used his podcast to urge the Trump administration to seek an exit from the escalating U.S.-backed conflict with Iran, warning of catastrophic scenarios, including attacks on oil infrastructure and nuclear escalation. Trump publicly dismissed the remarks, telling reporters Sacks had not discussed the matter with him. When pressed by Bloomberg, Sacks downplayed the episode, stating, “I’m not on the foreign policy team or the national security team,” and clarifying that his comments reflected personal views, not official policy.

Ethics concerns also linger. Last year, TechCrunch reported that Sacks secured waivers allowing him to maintain financial stakes in AI and crypto firms while shaping federal regulations—a arrangement that critics called a conflict of interest. Craft Ventures, the venture firm he co-founded, has yet to comment on whether his PCAST role will affect his private investments.

The Road Ahead: AI, Semiconductors, and Global Competition

Sacks told Bloomberg that PCAST’s immediate focus will be advancing Trump’s national AI framework, which aims to streamline regulations and bolster U.S. competitiveness. The council will also tackle quantum computing, nuclear energy, and semiconductor innovation—a sector where the U.S. is racing to counter China’s dominance.

Yet the council’s corporate-heavy composition invites skepticism. “When you have the CEOs of companies like Nvidia and Meta advising on policies that could benefit their industries, transparency is critical,” said Laura Peterson, a senior fellow at the Center for Ethics in Government. “The public deserves to know how these recommendations are being shaped—and by whom.”

For now, Sacks appears ready to embrace his new role, even as questions swirl about his past influence and future agenda. Whether PCAST becomes a catalyst for innovation or a symbolic gathering of tech elites remains to be seen. One thing is certain: in an era defined by rapid technological change and geopolitical tension, the stakes for U.S. leadership have never been higher.
