Dr. Matte, a distinguished economist and public policy expert, brings decades of experience in national planning, academia, and governance. With a PhD in Economics from Makerere University, along with advanced degrees in Economic Policy and Public Administration, he is well-equipped to steer Uganda’s development initiatives.
Before this promotion, Dr. Matte served as NPA’s Senior Manager for Research and Development Performance, where he played a pivotal role in coordinating research, policy analysis, and performance monitoring—key pillars in shaping Uganda’s economic strategies.
A Career Bridging Policy and Academia
Dr. Matte’s career spans both political and technical spheres. He represented Ntoroko County in Parliament from 2001 to 2006 and later contributed to the implementation of Uganda’s National Population Policy while working with the Population Secretariat. Beyond government service, he has shared his expertise as a lecturer in macroeconomics at Kyambogo University.
Charles Musana, NPA’s Manager for Information Advocacy and Public Relations, confirmed that Dr. Matte’s appointment follows the retirement of the former Deputy Executive Director. Musana praised him as a “seasoned professional with deep expertise in economic policy and development planning.”
Strengthening NPA’s Leadership Team
The appointment comes at a critical time as NPA advances key national frameworks, including the Fourth National Development Plan (NDP IV), the Tenfold Growth Strategy, and Vision 2040—Uganda’s long-term roadmap for economic transformation.
In related appointments, Dr. Winnie Nabiddo has been named Senior Manager for Research and Development Performance. Other key appointments include:
