CLEVELAND, OH — Errol Savage will officially take the helm of the Cleveland Teachers Union (CTU) on April 9, stepping into a leadership role during one of the most turbulent periods in the district’s recent history. His inauguration comes as the Cleveland Metropolitan School District (CMSD) moves forward with a sweeping consolidation plan—Building Brighter Futures—that will shutter 18 buildings, merge 39 schools, and eliminate 29 schools in an effort to save $30 million annually.

The transition won’t be easy. Savage inherits a union bracing for staff layoffs, with notifications expected to go out by April 14, according to a joint memo from outgoing CTU President Shari Obrenski and CMSD CEO Warren Morgan. The cuts will affect both teachers and central office administrators, leaving educators anxious about their futures.

A Union Leader’s Optimism Amid Uncertainty

Despite the challenges, Savage remains hopeful. He prefers to frame the district’s struggles as “opportunities” rather than obstacles.

“We’ve got our work cut out for us,” Savage admitted in an interview. “But I look forward to hearing from our members, the community, and making sure their voices are part of the solution.”

He emphasized the resilience of Cleveland’s teachers but stressed that clearer communication from district leadership is crucial.

“I’m confident in our educators’ ability to adapt, but it would help if there was a specific plan in place,” Savage said. “The teachers themselves have ideas—now the district needs to listen.”

Pushback Against Layoffs

At a March 31 Board of Education meeting, Savage publicly challenged CMSD’s approach to staffing reductions, arguing that the district should explore alternatives before cutting jobs.

“I’m not going to watch the district lay off our most engaged members or slash their salaries when there are other ways to share the burden,” he told the board.

He also requested that CMSD leadership provide a full financial breakdown by April 10—the day after his swearing-in—to ensure transparency as the union navigates the consolidation’s impact.

What’s Next for Cleveland Schools?

The Building Brighter Futures plan is one of the most drastic restructuring efforts in CMSD’s history, aimed at addressing declining enrollment and budget shortfalls. While the district insists the changes are necessary for long-term stability, teachers and parents worry about overcrowded classrooms and reduced resources.

Savage’s leadership will be tested in the coming months as he balances advocating for educators while working with district officials to minimize disruptions. His ability to bridge the gap between union demands and administrative realities could determine whether the consolidation succeeds—or leaves Cleveland’s schools in deeper turmoil.

For now, all eyes are on April 9, when Savage officially takes charge, and April 14, when affected teachers learn their fate.
