Seasoned Economist to Strengthen Leadership Amid Ambitious Development Agenda

Kampala, Uganda – The National Planning Authority (NPA) has announced the appointment of Dr. Rogers Matte as its new Deputy Executive Director, reinforcing the institution’s leadership as Uganda pushes forward with its strategic development plans.

Dr. Matte, a distinguished economist and public policy expert, brings decades of experience in national planning, academia, and governance. With a PhD in Economics from Makerere University, along with advanced degrees in Economic Policy and Public Administration, he is well-equipped to steer Uganda’s development initiatives.

Before this promotion, Dr. Matte served as NPA’s Senior Manager for Research and Development Performance, where he played a pivotal role in coordinating research, policy analysis, and performance monitoring—key pillars in shaping Uganda’s economic strategies.

A Career Bridging Policy and Academia

Dr. Matte’s career spans both political and technical spheres. He represented Ntoroko County in Parliament from 2001 to 2006 and later contributed to the implementation of Uganda’s National Population Policy while working with the Population Secretariat. Beyond government service, he has shared his expertise as a lecturer in macroeconomics at Kyambogo University.

Charles Musana, NPA’s Manager for Information Advocacy and Public Relations, confirmed that Dr. Matte’s appointment follows the retirement of the former Deputy Executive Director. Musana praised him as a “seasoned professional with deep expertise in economic policy and development planning.”

Strengthening NPA’s Leadership Team

The appointment comes at a critical time as NPA advances key national frameworks, including the Fourth National Development Plan (NDP IV), the Tenfold Growth Strategy, and Vision 2040—Uganda’s long-term roadmap for economic transformation.

In related appointments, Dr. Winnie Nabiddo has been named Senior Manager for Research and Development Performance. Other key appointments include:

  • Richard Wansambo (Manager for Regional, Urban, and Local Government Planning)
  • Dhikusooka Gyaviira (Acting Manager for Evaluations and Compliance)
  • Kasaijja Ronald (Senior Planner for Economic Governance, Integration, and Management)
  • Katumba Emmanuel Ssenkeezi (Acting Senior Communications Officer)

Musana congratulated the new appointees, expressing confidence in their ability to drive NPA’s mission of coordinating Uganda’s development agenda.

What’s Next for Uganda’s Development Strategy?

With Dr. Matte at the helm of NPA’s leadership, stakeholders anticipate stronger policy formulation and execution, particularly in aligning Uganda’s economic plans with global best practices. His background in both governance and academia positions him uniquely to bridge gaps between research, policy, and implementation.

As Uganda works toward its Vision 2040 goals, the NPA’s strengthened leadership signals a renewed push for sustainable growth, job creation, and improved public service delivery.
