Japan is rapidly emerging as a global leader in the burgeoning field of Physical AI, a transformative technology that combines artificial intelligence with robotics to automate industrial and logistical processes. In response, the country is doubling down on Physical AI, aiming to capture a significant share of the global market by 2040.

In March 2026, Japan’s Ministry of Economy, Trade and Industry (METI) announced a bold strategy to build a domestic Physical AI sector, targeting a 30% global market share within fifteen years. This ambition builds on Japan’s established dominance in industrial robotics, where Japanese manufacturers accounted for nearly 70% of the global market in 2022. However, the new focus on Physical AI marks a shift from traditional robotics to systems that integrate advanced AI with physical hardware, enabling robots to perform increasingly complex tasks autonomously.

A Nation Driven by Demographic Crisis

Japan’s demographic challenges are well-documented. The country’s population has declined for the 14th consecutive year in 2024, and its working-age population now stands at just 59.6% of the total—a figure projected to shrink by nearly 15 million over the next two decades. This stark reality is reshaping industries across the board, forcing companies to turn to automation as a means of survival.

“Physical AI is being bought as a continuity tool: how do you keep factories, warehouses, infrastructure, and service operations running with fewer people?” said Hogil Doh, General Partner at Global Brain, a venture capital firm specializing in deep tech investments. “From what I’m seeing, labor shortages are the primary driver.”

A 2024 Reuters/Nikkei survey underscores this sentiment, revealing that labor shortages are the main factor pushing Japanese firms to adopt AI technologies. The urgency is palpable. “The driver has shifted from simple efficiency to industrial survival,” said Sho Yamanaka, Principal at Salesforce Ventures. “Japan faces a physical supply constraint where essential services cannot be sustained due to a lack of labor. Given the shrinking working-age population, Physical AI is a matter of national urgency.”

Japan’s Hardware Edge and Systemic Challenges

Historically, Japan has excelled in the hardware components of robotics—actuators, sensors, and control systems—bolstered by its deep-rooted industrial expertise in mechatronics and precision manufacturing. This strength positions Japan as a key player in the Physical AI landscape, where hardware and software integration is critical.

However, Japan’s traditional hardware dominance does not guarantee success in the AI era. While Japan continues to lead in high-precision components, the U.S. and China are making rapid strides in developing full-stack systems that seamlessly integrate hardware, software, and data. “Japan’s expertise in high-precision components—the critical physical interface between AI and the real world—is a strategic moat,” Yamanaka noted. “The current priority is to accelerate system-level optimization by integrating AI models deeply with this hardware.”

Mujin, a Tokyo-based robotics company, exemplifies Japan’s evolving approach. Founded in 2011, Mujin has developed software that enables industrial robots to autonomously handle picking and logistics tasks—traditionally labor-intensive processes. Mujin CEO Issei Takino emphasized the importance of system-level integration. “In robotics, and especially in Physical AI, it is critical to have a deep understanding of the physical characteristics of hardware,” he said. “This requires not only software capabilities but also highly specialized control technologies, which take significant time to develop and involve high costs of failure.”

Government Support and Real-World Deployment

The Japanese government is playing a pivotal role in accelerating the adoption of Physical AI. Under Prime Minister Sanae Takaichi, Japan has committed approximately $6.3 billion to strengthen core AI capabilities, advance robotics integration, and support industrial deployment. This funding is already translating into tangible progress, particularly in industrial automation.

Japan’s automotive sector, a cornerstone of its economy, has been a leader in robot installations, deploying tens of thousands of robots annually. Beyond manufacturing, newer applications are gaining traction. In logistics, automated forklifts and warehouse systems are becoming commonplace, while in facilities management, inspection robots are being deployed in data centers and industrial sites.

“The signal is simple—customer-paid deployments rather than vendor-funded trials, reliable operation across full shifts, and measurable performance metrics such as uptime, human intervention rates, and productivity impact,” Doh explained.

Companies like SoftBank are already applying Physical AI in practical settings, combining vision-language models with real-time control systems to enable robots to interpret environments and execute complex tasks autonomously. Meanwhile, Terra Drone, a Tokyo-based drone startup, is leveraging Physical AI to advance Japan’s defense infrastructure by combining operational data with AI to enhance autonomous systems’ reliability.

A Hybrid Ecosystem Emerges

Japan’s Physical AI ecosystem is evolving differently from traditional tech disruption models. Rather than a winner-takes-all scenario, industry participants anticipate a hybrid model where established corporations and startups collaborate to drive innovation.

Large incumbents like Toyota Motor Corporation, Mitsubishi Electric, and Honda Motor retain significant advantages in manufacturing scale, customer relationships, and deployment capabilities. However, startups are carving out critical roles in emerging areas such as orchestration software, perception systems, and workflow automation.

“The relationship between startups and established corporations is a mutually complementary ecosystem,” Yamanaka said. “Robotics requires heavy hardware development, deep operational know-how, and significant capital expenditure. By fusing the vast assets and domain expertise of major corporations with the disruptive innovation of startups, the industry can strengthen its collective global competitiveness.”

This collaborative approach is particularly evident in Japan’s defense sector, where large corporations focus on platforms and integration while startups drive innovation in smaller systems and software. Companies like Mujin and Terra Drone are developing platforms that enable faster deployment and scalability across industries.

The Road Ahead

As Japan accelerates its adoption of Physical AI, the technology’s impact extends beyond industrial efficiency—it is becoming a cornerstone of the nation’s economic resilience. By leveraging its hardware expertise, fostering collaboration between startups and established firms, and investing heavily in AI integration, Japan is positioning itself as a global leader in this transformative field.

Yet, challenges remain. The transition from hardware-centric dominance to full-stack system integration will require sustained investment, innovation, and strategic partnerships. As Japan navigates this complex landscape, the stakes are high—but so too are the potential rewards.

In the race to define the future of Physical AI, Japan’s journey offers valuable lessons for economies worldwide grappling with similar demographic and industrial challenges. The question now is not whether Physical AI will reshape industries but how quickly nations can adapt to harness its full potential.
