Windhoek, Namibia – 2 April 2026

In a significant move aimed at strengthening governance and enhancing public service delivery, Namibian President Dr. Netumbo Nandi-Ndaitwah has announced the appointment of a new minister in the presidency, several deputy ministers, and a special advisor. The appointments, made in line with constitutional provisions, underscore the government’s commitment to efficiency, inclusivity, and accountability.

The announcement was made during a ceremony at the State House in Windhoek. While many members of parliament were absent due to their involvement in a crucial debate on the appropriation bill, President Ndaitwah emphasized that their absence should not be misconstrued. “The work of parliament must proceed uninterrupted,” she stated, reaffirming the importance of their dedication to legislative responsibilities.

Strategic Restructuring for Better Governance

President Ndaitwah highlighted the deliberate restructuring efforts undertaken since she assumed office on 21 March 2025. These changes included merging and reassigning certain government functions to improve coordination and service delivery. Notably, some ministries were not initially assigned deputy ministers, leaving room for strategic adjustments.

“These appointments are not merely the fulfilment of a constitutional obligation,” the President explained. “They represent our collective duty to serve the Namibian people with diligence, integrity, discipline, and unwavering patriotism.”

The newly appointed officials are expected to play a pivotal role in accelerating the implementation of government programs, improving institutional coordination, and ensuring that policies translate into tangible improvements in the lives of Namibians.

Inclusive Leadership and Regional Expertise

Drawing from the National Council, which comprises representatives elected by constituencies across Namibia, the appointments reflect a commitment to inclusivity and regional expertise. This approach ensures that governance remains responsive to the diverse needs of the nation.

“Our nation is characterised by diversity, and it is our duty to transcend these differences and use them as a foundation for strength,” President Ndaitwah said. “Embracing inclusive leadership is not merely a choice but a necessity.”

  • Moses //Khumub, Deputy Minister in the Office of the Vice President
  • Hambeleleni Ndjaleka, Deputy Minister of Health and Social Services
  • Hans Haikali, Deputy Minister of Works and Transport
  • Anselm Marungu, Deputy Minister of Environment, Forestry, and Tourism
  • Wenzel Kavaka, Deputy Minister of Information and Communication Technology
  • Edward Wambo, Deputy Minister of Home Affairs, Immigration, Safety, and Security
  • Theresia Brandt, Deputy Minister of Justice and Labour Relations
  • Hilma Nicanor, Advisor to the Minister of Defence and Veterans Affairs

A Call to Action

Addressing the appointees, President Ndaitwah emphasized the weight of their responsibilities. “Public office is a sacred duty,” she said. “It demands discipline, accountability, and an unrelenting focus on results.”

She urged them to prioritize the implementation of the Sixth National Development Plan, which focuses on infrastructure development, healthcare, safety and security, job creation, and access to public services. “These are not abstract commitments,” she stressed. “They are your key performance indicators.”

Leadership Principles

The President also reiterated her administration’s core leadership philosophy: pragmatism, integrity, accountability, meritocracy, and inclusivity. “You must place the interests of the Namibian people above personal considerations at all times,” she said. “History will judge you not on the basis of the titles you hold but the impact you make in the lives of the people you are called to serve.”
