A recent study by the International Civil Aviation Organization (ICAO) has spotlighted Ghana’s potential to kickstart a Sustainable Aviation Fuel (SAF) industry, a crucial step in combating carbon emissions in the aviation sector. The findings were unveiled during a stakeholder workshop in Accra, where industry experts gathered to discuss the implications of the research.
Abundant Resources for SAF Production
According to the report, Ghana is well-positioned to develop a thriving SAF sector due to its rich agricultural landscape and existing refining capabilities. The country’s agricultural residues—materials that are often byproducts of food production—could serve as valuable feedstock for SAF production. This offers a promising avenue for transitioning away from fossil fuel reliance in air travel, with the long-term aim of achieving net-zero carbon emissions in global aviation by 2050.
Challenges to Overcome
Independent Consultant Ms. Damiana Serafini, who presented the study’s findings, acknowledged the vast potential in Ghana but also highlighted significant obstacles. She pointed out that the distribution of agricultural materials across the nation poses challenges in attracting investors to the SAF sector. “While the materials are available, the logistics of mobilizing them can be daunting,” Serafini explained.
She emphasized the need for a concerted effort among various stakeholders to navigate these challenges. “Significant hurdles, including feedstock mobilization, cost-effectiveness, and institutional coordination, must be addressed. That said, the potential exists for Ghana to transform its agricultural sector into an energy-generating powerhouse,” she added.
The Broader Vision
Serafini urged for a shift in how the agricultural industry perceives its role in energy production. “It’s not just about food production; we need to leverage agricultural residues as a value-added resource for energy,” she stressed. The focus should be on integrating agricultural practices with energy generation, fostering a circular economy that minimizes waste while boosting sustainability.
Regulatory Frameworks Essential for Success
The discussion was further deepened by Reverend Stephen Wilfred Arthur, Director-General of the Ghana Civil Aviation Authority (GCAA). He deemed the study a critical milestone in Ghana’s pursuit of a more eco-friendly aviation sector. “As the industry regulator, we are committed to ensuring that Ghana meets the highest international standards in safety and environmental responsibility,” he stated.
Reverend Arthur underscored the importance of establishing robust regulatory frameworks for the effective implementation of SAF. This includes setting up certification processes for SAF, quality assurance protocols, and integrating these fuels into current supply systems. “We must align our national standards with ICAO guidelines while adhering strictly to environmental policies,” he noted.

To facilitate this transition successfully, Arthur emphasized the necessity for extensive collaboration. He expressed his commitment to working with the Ministry of Food and Agriculture, the Ministry of Energy and Green Transition, as well as industry stakeholders. Their collective aim is to create policies that attract investment while safeguarding public interests and environmental standards.
“Sustainable aviation fuel is not just an innovation; it’s a regulatory obligation,” Arthur stated. “Ghana must position itself in alignment with global commitments while ensuring the integrity of our aviation system.”
