Ohio Honors Late Republican Senator James Carnes with Statewide Half-Staff Flags

Ohio Governor Mike DeWine has directed flags across the state to be lowered to half-staff in tribute to former Republican Senator James Carnes, who passed away recently. The gesture honors Carnes’ decades of public service, including his tenure in the Ohio Senate and subsequent roles in state government.

Carnes, a respected figure in Ohio politics, was first appointed to the state Senate in 1995 before winning election in 1996 and securing re-election in 2000. During his legislative career, he held key leadership positions, chairing both the Energy, Natural Resources and Environment Committee and the influential Senate Finance and Financial Institutions Committee. He also served on the State Controlling Board, shaping policy on critical budgetary matters.

After leaving the Senate in January 2004, Carnes continued his service under multiple administrations. Former Governor Bob Taft appointed him as Deputy Director of the Ohio Department of Natural Resources. Later, Governor John Kasich named him to the Ohio Liquor Control Commission, a role Governor DeWine renewed in recognition of his expertise and dedication. Carnes retired from public service in 2025.

To commemorate his legacy, flags will fly at half-staff on May 4, 2026—the day of Carnes’ funeral—at all public buildings in Belmont County, the Ohio Statehouse, the Vern Riffe Center, and the Rhodes Tower. Other state and local facilities may also lower their flags at their discretion.

Governor DeWine’s order reflects the deep respect Carnes earned from colleagues and constituents alike. His work on environmental, financial, and regulatory issues left a lasting impact on Ohio’s governance.

Funeral arrangements are being handled by Toothman Funeral Home, where friends and former colleagues are expected to pay their respects.
