COLUMBUS, Ohio — A new bipartisan bill introduced in the Ohio House aims to modernize and improve how state agencies deliver services to residents.

House Bill 834, introduced Monday by State Rep. David Thomas (R-Jefferson) with support from Reps. Tex Fischer (R-Canfield) and Chris Glassburn (D-North Olmsted), seeks to create a more efficient and transparent government by designating officials responsible for service improvements.

If passed, the legislation would require Ohio’s Department of Administrative Services to appoint a “government service delivery lead”—a dedicated official tasked with coordinating efforts to enhance how agencies interact with the public.

This lead would:

  • Develop and enforce service delivery standards.
  • Collect and analyze performance data.
  • Work with state agencies to implement best practices.
  • Submit annual progress reports to the governor and legislative leaders.

Additionally, each state agency would need to assign an employee to focus specifically on improving service delivery through data-driven strategies and interagency collaboration.

The bill emphasizes accountability, transparency, and efficiency—addressing common frustrations with bureaucratic delays and inconsistent service quality.

“This is about making government work better for the people it serves,” said Rep. Thomas. “By setting clear standards and tracking progress, we can ensure agencies are meeting their missions effectively.”

Supporters argue the measure could reduce red tape, speed up processes like license renewals or benefit applications, and ultimately rebuild public trust in state services.

HB 834 has been referred to a House committee for review. If approved, Ohio would join a growing number of states implementing similar reforms to modernize government operations.
