Nairobi, Kenya — Bumula Member of Parliament Jack Wamboka has been temporarily suspended from his role as chairperson of the Public Investments Committee (PIC) on Governance and Education following allegations of corruption. The decision, announced by National Assembly Deputy Speaker Gladys Boss Shollei on Wednesday, signals a swift response to accusations that have cast a shadow over the integrity of the parliamentary committee.

The suspension comes as the National Assembly moves to investigate claims of bribery and intimidation leveled against Wamboka. Shollei emphasized the need to preserve public trust in the committee’s work, stating, “In order to safeguard public trust during the inquiry, I am compelled to suspend Honourable Jack Wamboka from chairing the committee.”

The matter has been referred to the Powers and Privileges Committee, chaired by Ainabkoi MP Samuel Chepkonga. The committee has been given 45 days to investigate and submit its findings by June 9. Two additional members, Sarah Korere and Robert Gichimu, have been co-opted to lend their expertise to the probe. Meanwhile, the Minority leadership has been directed to nominate an interim chairperson for the PIC by Thursday.

Allegations and Defense

The accusations against Wamboka originated from a complaint filed by Samuel Kobia, Chairperson of the National Cohesion and Integration Commission (NCIC). In a formal letter to National Assembly Speaker Moses Wetang’ula, Kobia alleged misconduct by Wamboka during the PIC’s review of the Auditor General’s reports for the 2021/2022 and 2023/2024 financial years.

Wamboka, however, has vehemently denied the allegations, dismissing them as politically motivated. Speaking to the House, he argued that the timing of the complaint was suspicious and tied to the PIC’s rigorous scrutiny of the NCIC’s accounts. “The allegations are unfounded and possibly related to the robust examination of reports and accounts of the NCIC by the committee,” he stated.

He also questioned the validity of the complaint, pointing out the delay in its submission. “The delay in the conveyance of the complaint indicates a determination that it was devoid of merit. The complaint ought not to have been brought before the House,” Wamboka asserted.

A Test for Parliamentary Integrity

Deputy Speaker Shollei underscored the gravity of the situation, noting that the allegations pose a significant challenge to the credibility of Parliament. She stressed the importance of adhering to due process, warning against premature judgments. “Any conclusion made on the basis of the allegations alone would be premature and effectively condemn Honourable Wamboka unheard,” she said.

Majority Leader Kimani Ichung’wah backed the decision to investigate, describing it as balanced and necessary. “It is paramount that we protect the dignity of the House and its committees by first acting here within the House ourselves,” he said. Ichung’wah added that the move ensures fairness while allowing other investigative agencies to pursue the matter if needed.

Oversight Role Under Scrutiny

The Public Investments Committee on Governance and Education plays a critical role in Kenya’s parliamentary oversight system. It is tasked with examining audit reports on public investments in sectors such as education, governance, justice, and law and order. Any allegations of misconduct within the committee, therefore, raise concerns about its ability to fulfill its mandate effectively.

Shollei urged MPs to reflect on their constitutional duty, warning that the outcome of the inquiry would be pivotal in restoring public confidence in Parliament’s oversight role. She called for a careful and impartial approach, stating, “The complaints received, the inquiry, and its outcome shall be a clarion call to reevaluate the manner in which we treat and consider all matters brought before us.”

A Broader Context

The suspension of Jack Wamboka comes at a time when Kenya’s political landscape is increasingly scrutinized for accountability and transparency. Corruption allegations against high-ranking officials have sparked public outcry, highlighting the need for robust mechanisms to address misconduct within government institutions.

As the investigation unfolds, all eyes will be on the Powers and Privileges Committee to deliver a fair and transparent resolution. The case serves as a reminder of the delicate balance between accountability and the presumption of innocence, as well as the broader implications for Kenya’s democratic institutions.
