Washington Unveils “Tech Corps” Initiative to Promote AI Technology Abroad Amidst Rising Global Competition
As the geopolitical landscape shifts and competition with China escalates, the United States is leveraging one of its long-standing instruments of soft power: the Peace Corps. In a move signaling a pivot towards technological diplomacy, the U.S. government has introduced the “Tech Corps,” a new initiative designed to extend American influence in artificial intelligence (AI) on a global scale.
Announced by the White House on Friday, the Tech Corps aims to deploy volunteers with technical expertise to partner nations, enabling them to adopt and implement cutting-edge AI technologies. This program emerges as part of a broader strategy to counter China’s growing influence in the tech sector, particularly in developing countries where Chinese tech firms have established a significant foothold.
The Peace Corps, an independent agency known for sending American volunteers to assist with development projects in areas like education, health, and agriculture, will serve as the framework for this new initiative. However, the Tech Corps will specifically target volunteers skilled in science, technology, engineering, and mathematics (STEM), equipping them to provide “last-mile” support in the deployment of American AI solutions.
According to the newly launched website for the Tech Corps, applications are now being accepted on an ongoing basis. The initiative promises to address pressing global issues in key sectors such as agriculture, education, health, and economic development by deploying technology solutions tailored to “real-world grassroots problems.”
The Tech Corps will operate in conjunction with the American AI Exports Program, previously announced in July under an executive order from the Trump administration, which aims to ensure U.S. leadership in the rapidly advancing field of artificial intelligence. This executive order is part of a comprehensive strategy to reinforce America’s dominance in critical technologies worldwide, particularly in the face of increasing competition from Chinese firms like Qwen3 and Deepseek, which have gained traction in various developing nations by offering affordable and customizable AI solutions.
The specific nations participating in the AI Exports Program have yet to be fully detailed, but India is poised to play a significant role. The U.S. Commerce Department recently expressed its enthusiasm for India’s inclusion, coinciding with the inaugural India AI Impact Summit held in New Delhi. This summit served as a platform for Michael Kratsios, director of the White House Office of Science and Technology Policy, to formally announce the Tech Corps.
India’s inclusion in the U.S.-led Pax Silica initiative—an effort to secure the global supply chain for silicon-based technologies—further underscores the strategic alignment between the two nations. Crucial partners in this initiative include Japan, South Korea, Singapore, and several European countries, underscoring a collective effort to foster robust technology ecosystems.
During the summit, Kratsios emphasized that enhancing access to American AI technologies is essential for narrowing the gap in AI adoption between developed and developing economies. “Real AI sovereignty means owning and using best-in-class technology for the benefit of your people,” he stated, highlighting the aim of empowering countries to develop their own technological capabilities.
The summit also witnessed prominent American tech companies pledging major investments in India’s AI infrastructure, marking a growing trend of American commitment to fostering growth in developing markets.
Volunteers in the Tech Corps will serve internationally for durations ranging from 12 to 27 months and may also participate in virtual service placements, with on-ground deployments anticipated to begin in fall 2026. Much like traditional Peace Corps volunteers, those in the Tech Corps will receive housing, healthcare, a living stipend, and service awards upon successful completion of their service.
In tandem with the Tech Corps initiative, the White House unveiled other programs aimed at integrating leading international AI firms into U.S. AI export strategies. “We recognize that partners need the chance to build their native technology industries, and believe facilitating this will be a critical part of the exports program,” stated the administration.
These initiatives also entail new efforts to assist partner countries in overcoming financial hurdles related to importing American technology, leveraging the capabilities of soft-power institutions such as the World Bank and the U.S. International Development Finance Corporation.
As nations around the world grapple with the implications of AI technology, the U.S. is positioning itself to be at the forefront of this dialogue, solidifying its role as a key player in global tech governance while fostering international collaboration to build a more interconnected world.
