Johannesburg Faces Financial Collapse: City Confirms Bankruptcy Amid Soaring Debts and Controversial Pay Hikes

Johannesburg, South Africa – The City of Johannesburg (CoJ) is officially bankrupt, confirming weeks of speculation and denials. Finance Minister Enoch Godongwana issued a stark warning last week, urging the city to abandon a R10 billion wage agreement with labor union Samwu, calling it an “unaffordable financial obligation.”

The revelation exposes a deepening crisis: Johannesburg is failing to collect revenue, mismanaging budgets, and accumulating unsustainable debt. Godongwana revealed the city owes creditors R25 billion—a figure climbing with no clear plan to stop the bleeding.

Failed Collections and Spiraling Costs

Revenue collection rates have dropped from 86% to 82%, worsening the financial strain. Meanwhile, over-expenditure has hit R3.9 billion, driven by soaring employee costs, electricity purchases, and operational expenses.

Mayor Dada Morero has been pressed to explain how the city will recover, but with local elections on 4 November, his political future is uncertain. Even if the ANC retains power through a coalition, Morero is unlikely to keep his position.

Executive Pay Bonanzas Amid Austerity

While residents face steep tariff hikes, city executives are set for massive salary increases. A recent investigation reveals that CEOs of Johannesburg Property Company and Joburg Tourism Company could see a 62% pay jump by 2026/27.

Senior management salaries have already risen by 26% since 2022, far outpacing inflation. Meanwhile, residents brace for another round of above-inflation price hikes:

  • Water: 12.5% increase
  • Electricity: 8.6% increase
  • Refuse removal: 6.2% increase

With inflation at just 3.2%, critics argue the city is squeezing ratepayers to fund its financial mismanagement.

A City in Crisis

Godongwana’s letter paints a grim picture: Johannesburg is drowning in debt, failing to meet basic service obligations, and rewarding top officials while ordinary citizens bear the cost.

Residents are left wondering—how did it get this bad, and who will fix it?
