KAMPALA, Uganda — President Yoweri Museveni is poised to announce a sweeping cabinet reshuffle in the coming hours, marking the start of his latest term with strategic appointments that could redefine Uganda’s political landscape.

The long-serving leader, now entering his sixth elected term, is expected to balance continuity with fresh faces, rewarding performance while accommodating regional representation and party loyalty within the ruling National Resistance Movement (NRM).

Cabinet formations in Uganda have traditionally served as both a constitutional exercise and a political reset. Ministers who delivered on key mandates may retain their posts, while underperformers—or those who lost parliamentary seats—could face the axe.

Vice President Jessica Alupo, a retired army major, is widely tipped for a move to the Defence Ministry, leveraging her military background. Prime Minister Robinah Nabbanja, known for her assertive leadership, is expected to stay, continuing her role in mobilizing government business.

  • Rebecca Kadaga (East African Community Affairs): Despite losing the Speaker’s race in 2021, her political clout in Busoga ensures her cabinet survival.
  • Ruth Nankabirwa (Energy and Mineral Development): Praised for her handling of Uganda’s oil sector, she remains a strong contender to retain her post.
  • Norbert Mao (Justice and Constitutional Affairs): The Democratic Party leader’s future hinges on whether he secures the Speaker’s role.

Ministers on the Chopping Block

Several long-serving officials may be phased out, including:

  • Matia Kasaija (Finance): Seen as increasingly ceremonial, his exit could signal a shift toward fresh economic leadership.
  • Hilary Onek (Disaster Preparedness): Likely heading for retirement unless granted a last-minute reprieve.
  • Amos Lugoloobi (Finance): Despite surviving a corruption scandal, his position remains precarious.

New Faces on the Horizon

Younger politicians and technocrats are expected to rise, including:

  • Phiona Nyamutoro (Energy): The rising star is set to retain her role overseeing minerals.
