Zimbabwe Swears In 17 New Magistrates to Tackle Court Backlogs and Staff Shortages
HARARE, Zimbabwe – Seventeen new magistrates took their oaths of office in Harare on Wednesday, marking a critical step in Zimbabwe’s efforts to address severe staffing shortages and mounting caseloads in its judicial system.
The newly appointed officers—12 men and five women—will be deployed nationwide to bolster understaffed courts under the Judicial Service Commission (JSC). Chief Magistrate Vongai Guwuriro Muchuchuti presided over the swearing-in ceremony, emphasizing the urgent need to expand the judiciary’s capacity.
A System Under Strain
Zimbabwe’s magistracy currently operates with just 268 magistrates, well below the required 300. The shortage has led to crippling backlogs, with courts struggling to keep pace with rising caseloads.
“We are deliberately recruiting more magistrates to match the growing workload,” Guwuriro said. “Our goal is to ensure courts remain operational across the country.”
The Chief Magistrate revealed that another group of magistrates is already in training, set to graduate soon. The move comes as the judiciary battles attrition, with experienced magistrates leaving the bench—a trend authorities are working to reverse.
Performance Targets and Monitoring
To improve efficiency, magistrates will now be held to strict performance benchmarks. Each officer is expected to clear at least 60 cases per month, with progress tracked through daily, weekly, and monthly reports.
“These measures help us identify who is meeting expectations and where additional support is needed,” Guwuriro explained.
Broader Judicial Reforms
The latest appointments are part of a wider push by the JSC to modernize Zimbabwe’s justice system. With public trust in timely legal resolutions at stake, officials hope the influx of new magistrates will reduce delays and improve access to justice.
Legal experts have welcomed the move but caution that long-term solutions—including better retention strategies and resources—are still needed.
